Minimum Acceptance Ratio and loop-blocks implemented in PowerSchedO for PCR

EPEX SPOT recently added two new features on the day-ahead energy markets, that should yield block bids more useful. The new features are the Minimum Acceptance Ratio for blocks and the loop-blocks.
These new features affect the blocks selection logic in the CWE regions: France, Germany, Austria, Belgium, the Netherlands.
For this reason, we have extended PowerSchedO for PCR in order to read the new files provided by EPEX SPOT and enhanced the implemented solvers in order to properly handle the new kind of block bids.
